Consent agenda

Glossary·Verified 2026-07-10

Definition

A consent agenda groups routine, non-controversial items, like meeting minutes, small contracts, or standard permits, into one block a council approves with a single vote and no individual discussion.

Why it matters

Consent agendas save meeting time, but a council member or resident who wants scrutiny on any one item must actively ask to "pull" it off before the vote. Items with real financial or policy weight sometimes get buried there because nobody flags them in time.

Seen in the wild

Local news coverage of city council meetings regularly documents contracts worth hundreds of thousands of dollars passing on consent agendas with no discussion, a routine pattern described across MRSC's municipal guidance for Washington cities and similar guides nationwide.1
