Interim
Definition
The interim is the period between legislative sessions when the full chamber is not meeting. Legislatures use it for interim committees that study issues, hold hearings, and draft proposals ahead of the next session.
Why it matters
Interim hearings draw less press coverage than session, which can let industry-funded studies and lobbyist-drafted proposals shape bill language before it reaches a floor vote. Because chamber leadership controls interim committee appointments, the assignments can also reward allies or sideline scrutiny of favored interests.

Montana's Legislature, which meets biennially, relies heavily on interim committees between its 2025 and 2027 sessions. Its Revenue Interim Committee held hearings throughout 2025-2026 on property tax policy to shape bills for the next session.
