How Arizona does it

Arizona's signature system is Request to Speak (RTS), which lets you register a position on a bill and leave comments for committee members without appearing in person to speak. First-time users must register once, in person, at a kiosk outside the House or Senate committee rooms at the Capitol (1700 W. Washington St., Phoenix). After that one-time registration, you can log in remotely at apps.azleg.gov to register your position and comments on any bill from home, ahead of a hearing. Comments submitted through RTS may be read aloud during the hearing, which functions as Arizona's written-testimony channel.

Deadlines and numbers

There is no codified statewide time limit for speaking in person. Chairs commonly allow about 2-3 minutes per person per bill, at their discretion. The 2026 session convened January 12 and adjourned sine die June 13, 2026.
