How Colorado does it

The Colorado General Assembly lets the public testify either in person at the Capitol or remotely by Zoom or phone on nearly all committee bills, plus submit written testimony instead of speaking. All three options run through one portal, leg.colorado.gov/testimony, rather than separate House and Senate systems. Registration opens once a bill is scheduled for a hearing in its committee of reference and stays open until the chair closes public testimony, so sign up as early as possible since chairs can cut off registration once a hearing begins.

Deadlines and numbers

There is no statutory time limit per speaker. Committee chairs set the pace, and about 3 minutes is the norm cited in the General Assembly's own guidance. No single published statewide minimum-notice deadline (for example, "24 hours before hearing") was found. Registration timing is tied to when a bill is scheduled and can vary by committee and chamber.
