How Delaware does it
The Delaware General Assembly runs committee business out of Legislative Hall in Dover. Committee meetings are livestreamed, and the public can watch or join a hearing remotely by registering for the webinar link posted with each meeting notice, or attend in person. There is no single standing portal for scheduling remote spoken testimony. Access details are attached to each individual meeting notice on legis.delaware.gov, so check the specific bill's committee notice rather than a general form. Written testimony is a well-established alternative: House committees take written comments at [email protected], and Senate committees route written remarks to committee staff.
Deadlines and numbers
Written comment windows: House, before the meeting through close of business the following day. Senate, before the meeting through 24 hours after adjournment. Specific in-person or remote sign-up cutoffs and speaking time limits are set per committee and per meeting rather than fixed statewide, so confirm against the individual meeting notice. The 153rd General Assembly's second session runs January 13 to June 30, 2026.
