How to testify before the Idaho legislature

How Idaho does it
Idaho was an early adopter of remote testimony, and many standing committees let residents testify without traveling to the Capitol in Boise. Availability is set per meeting: a committee's published agenda indicates whether that hearing accepts remote testimony, and if so, links to a registration tab. Idaho offers five registration options: "For or Against" (records your position without speaking), "In-Person," "Phone" (via Zoom), "Remote/Virtual" (via Zoom video), and "Written Testimony Only." Anyone registering to testify remotely must be an Idaho resident with a physical address in the state.
Deadlines and numbers
There is no single statewide cutoff time for signing up. Registration opens once a committee posts its meeting agenda, and hearings are often scheduled with only a few days' notice, so sign up as soon as the agenda posts and before the meeting starts. Committee chairs make reasonable efforts to give remote testifiers the same time allotment as in-person testifiers, but no fixed minute count is published as a rule for all committees. The 2026 session convened January 12 and adjourned sine die around early April.
