How to testify before the Indiana legislature

How Indiana does it
The Indiana General Assembly does not offer remote or video testimony to the public. Hearings happen in person at the Statehouse in Indianapolis, and the standard way to weigh in if you cannot attend is to email written comments to the committee. To testify in person, register through the Committee Appearance Portal, reachable from each committee's page at iga.in.gov. Find your bill's committee under "Upcoming Meetings," open its page, and click the "Appearance Form" button. This button is not available until the day before or the day of the hearing. Signing up online is not the final step: House committees require check-in at a table outside the House Chamber, and Senate committees require check-in at kiosks outside the Senate Chamber, before the hearing begins.
Deadlines and numbers
There is no fixed statewide deadline like "48 hours before." The online Appearance Form typically opens at 12:00 a.m. on the day of the hearing, sometimes the day before, so check the committee's page as soon as a hearing is scheduled. Time limits are set at the chair's discretion, commonly 3 to 5 minutes per speaker. No confirmed statewide written-testimony portal with a formal deadline was found. Treat emailing the committee directly as a soft deadline of "before the hearing starts."
