How to testify before the Kentucky legislature

How Kentucky does it

Kentucky's General Assembly meets in committee mostly in Frankfort, and committee chairs decide, case by case, whether members of the public get time to speak. There is no confirmed statewide option to testify by phone or video. If you want a slot, submit a request through the Legislative Research Commission's online Testimony Request Form ahead of the meeting. Invited speakers and presenters must get any handouts or slides to committee staff at least 24 hours before the meeting. Even if you cannot get a speaking slot, every committee meeting is livestreamed, so you can watch and follow up with your legislator afterward.

Deadlines and numbers

Materials for invited or scheduled speakers are due 24 hours before the meeting. Public comment time is allotted at the discretion of the committee chair, with no published fixed minute limit found. There is no universal fixed deadline for the testimony request form. Submit as early as possible.
