How to testify before the Nevada legislature

How Nevada does it

Nevada testimony runs through NELIS, the Nevada Electronic Legislative Information System, which tracks bills, hearing agendas, and committee schedules. Each bill's NELIS page and the relevant committee's agenda show the hearing date, time, and how to participate. You can testify in person at the Legislative Building in Carson City or the Legislature Building in Las Vegas. Nevada also supports remote testimony by phone or videoconference, and committee meetings are typically videoconferenced live between the two buildings. Written testimony can be emailed to committee staff ahead of a hearing. To testify, sign in on the meeting's attendance roster (in person) or follow the phone or videoconference queue instructions on the agenda, and state your position: support, oppose, or neutral. Testimony may be limited to a set number of minutes at the chair's discretion, especially when many people want to speak.

Nevada's Legislature meets in regular session only in odd-numbered years, starting the first Monday in February, so there is no regular session in 2026. The next one begins February 1, 2027. During 2026, interim committees and the Legislative Commission continue to meet and take public comment on studies that shape the 2027 agenda.

  • No fixed statewide per-speaker minute limit. Set at the chair's discretion for each hearing.
