How to testify before the Oklahoma legislature

How Oklahoma does it
Oklahoma is unusual: neither chamber guarantees the public a right to testify at committee hearings. The House's own FAQ page says "opportunities for giving testimony are actually infrequent and at the discretion of the Committee Chair or the bill's sponsor." Senate rules similarly allow non-member testimony only with the chair's prior approval and subject to whatever time the chair allows. Most committee meetings simply don't build in time for outside comment.
When a hearing does allow testimony, sign-up works through a paper sign-in sheet at the meeting itself. Being on the sheet doesn't guarantee you'll be called. The chair controls recognition. There's no dedicated online portal for submitting written testimony in advance, so the most reliable path is to contact the committee's secretary or staff ahead of a bill's hearing directly, and to watch scheduled meetings via livestream, since not every room or meeting is guaranteed video access.

Rules
Because testimony opportunities are discretionary rather than guaranteed, the single most useful thing you can do in Oklahoma is contact the committee chair's or bill sponsor's office as early as possible after a bill is referred, rather than waiting for a posted hearing notice. No confirmed advance sign-up deadline exists. Sign-in happens the same day at the meeting.
