How to testify before the Wyoming legislature

How Wyoming does it

Wyoming's citizen legislature does most of its substantive bill work in standing committee meetings, both during session and in the interim between sessions. Meetings are livestreamed from wyoleg.gov, and many also accept remote public comment through a Zoom webinar link. To testify remotely, find the specific meeting on the online legislative calendar, locate your agenda item, and use the "testify" link to fill out a public comment sign-up form. Registrants get an email with Zoom login details from the Legislative Service Office (LSO). Only those who receive that invite can speak during public comment.

Remote participation isn't guaranteed for every committee. Individual chairmen decide whether to allow virtual testimony at all, how many remote speakers to accept, and how much total time to allot, since neither House nor Senate rules fix a length or format. Some committees have restricted or declined remote comment for particular meetings. In-person testimony at the Capitol in Cheyenne remains the most reliable way to be heard when remote slots are limited. Written comments can also go to committee members or the LSO, though there's no single standardized statewide submission portal.

Deadlines and numbers

  • Virtual testimony sign-up: typically due 5:00 p.m. the day before the meeting, chairman has discretion to accept later requests
  • Speaker time limit: not fixed in statute or joint rules, set by the committee chairman under Management Council policy
  • 2026 Budget Session: convened February 9, 2026, adjourned March 11, 2026 (21-day tentative schedule)
  • 2027 General Session: convenes January 12, 2027, limited to 40 legislative days

Rules

Wyoming doesn't codify an exact per-speaker time limit for in-person testimony. Each committee chairman sets it case by case, so don't expect a fixed number to carry over between meetings. Whether written testimony submitted outside a meeting enters the official record for every committee, or only at chair discretion, is unconfirmed from a single authoritative source.
