Definition

A general plan (called a comprehensive plan in most other states) is a city or county's long-range blueprint for land use, housing, transportation, and public services, typically looking 20 or more years ahead. Zoning must legally match the general plan.

Why it matters

Because zoning decisions must be consistent with the general plan, updating the plan itself is where the biggest, most durable shifts in what a city allows get decided, often with far less public attention than a single rezoning fight, even though it sets the ceiling for years of decisions afterward.

Seen in the wild

California requires every city and county to adopt and periodically update a general plan with nine mandatory elements, including housing and, since 2022, environmental justice, and courts have repeatedly invalidated local zoning and development approvals found inconsistent with an adopted plan, an ongoing issue in the state's housing-element compliance litigation.1
